According to my Haynes Repair Manual: turn off theft lock audio feature,
disconnect negative of the battery, disable air bag system, remove 2 screws
securing the bezel at the top, then use a trim removal tool or flat
screwdriver with tip taped to pry around all the edge of the instrument
bezel, disconnect electric connectors.

yea i have the hayned book too but it doesnt tell u how to remove the clear
plastic on the gages. i took everything off and i tried removing it but it
looked like it wanted to crack so i didnt go on.
i had this happen on my 97 malibu...
i just took a large paperclip and bent it straight and then where you push
in to clear the mileage stick it in that hole on the dash and i was able to
flip it so it went to the way it was suppose to be... be careful though not
to scratch the inside... but a large paperclip should do the trick
