Rocking Problem

I have a 1998 Malibu with no major issues. I do need a new fuel filter and
a tire rotation. I just had a new air filter and serpentine belt replaced.
I don't know much about cars myself. Just recently sometimes when I slow to
a stop in traffic or to park the car will rock back and forth. The RPMs are
not effected. It acts like the engine is going to die but it doesn't. After
I restart the engine it goes away for around 3 days but then comes back.
Does this have to do with the fuel filter or maybe even the needed tire
rotation?

I'd recommend:
- replace fuel (and air) filter
- get the throttle-body and air-flow sensor cleaned
