electrical problem

I took my 1998 chevy malibu into a GM repair shop and the mechanic really
does not know what the problem is. My speedometer moves back and forth,
not reflecting my speed. It effects my driving b/c it seems as if it is a
fuel problem.  Back in November 2004 I took it to a different repair shop
and they replaced the speedometer sensor. Well that was not the solution.
The GM mechanic states that it may be a electrical problem, but he is
"troubleshooting" with other GM mechanics. I just don't understand what
the problem is. My car has been in the shop for almost a week and no one
really knows what the problem is. Is there any other Malibu owners having
the same issue?

Problem could be speed sensor or cluster. Speed sensor can be tested
on a bench. If sensor was replaced i would suspect the cluster.
