fan has one speed missing

96 Silverado

it seems that one speed on my heater/AC fan is not working. Is this a
common issue? What is the fix?

parents had that on a cavalier a while back.  The fan would only work
on high and no other setting.  Think they replaced the switch and
everything was working fine.

There is a resistor on some of the older ones 89-94??? that goes out that
casues this maybe the same.
