Bouncy Fuel Gauge

I have a 85 Silverado that the fuel gauge bounces. I was wondering if it is
the gauge itself or the sending unit.
Any thoughts?

my 77 chevy does the same thing, someone told me it was a damper spring
problem on the sending unit float arm....so as long as it keeps
bouncing, thats a good thing...
