What torque figures will be for 18 flange 2500 class and bolt will be
2 1/4"

You're in the wrong group guy.

Nevertheless, these studs shouldn't be torqured. They should be tensioned.
There are lookup values based on ring, stud material etc.

Contact these guys: http://www.fastorq.com/index.cfm There are other
contractor's as well.
