1997 plymouth voyager cruise control problem

i have recently aquired a 1997 plymouth voyager, 3.0ltr sohc. we
rebuilt the engine and it runs great. the problem i am having is the
cruise control, you can turn it on and set it , but it will not turn
off, the vacum is correct has anybody else encoutered this problem and
what did you do to fix it?

wont turn off as in the brake pedal wont turn it off or the main switch????
