And in fact they want short range....

Crowd control.

That's why MiG's had such short fuel reserves. Excess fuel was
temptation to defect!

A MiG is a Russian jet fighter don't you know?

If a pilot did not have limited fuel reserves in the tank he could fly
West.. (geddit?)

(Relates to Soviet era, of course.)

Pass.  It was an attempt to explain an allusion to RJS, who seemed not to
get it, when he said, What are you guys talking about?"

Maybe he meant the crowd control bit?  No idea what that was about.. :-)
