i just finished a roller 360 for my 85 ramcharger, but now that i have
fired it up, the oil filter base adapter seems to be leaking between
the block and adapter plate. where can i find a tool to tighten this
up, or even better, remove it and install a new gasket underneath?

If it does not have provisions for socket? It should have access for (1/2"
square) a extension inside the adapter bolt

found the 3\8 square drive, pulled the plate, is there supposed to be a
gasket there between the plate and block?

No gasket in the center Their is one that fits into the block recess around
the edge  it's about 3/8 wide mates to the flat surface of the adapter
plate
