I've got an interesting problem I'm trying to resolve with my Dodge
Tradesman.  The hazard flashers do not work properly.

Symptoms:

* Key off, hazard on or off, turn signal on or off:  No flashers.
* Key on, hazard on, turn signal on: Hazard flashes.
* Key on, hazard off, turn signal on: Turn signal flashes.
* Key off, hazard on, turn signal on or off: No flashers.

Where should I start looking to make the hazard flashers always work
if they're turned on, no matter what position the key or the turn
signal lever is in?
