2000 voyager : How to check codes without scan tool?

I have tried the on/off, on/off, on/off trick = nothing

I held the trip and rest buttons in during power on and the van went
into a diagnostic:

Code 999
Check 1
Check 2
Check 3

But, still no P codes.

What am I doing wrong?

You got it backwards, try off/on, off/on, off/on.

Thanks for getting back to me.  I tried the sequence exactly as you
described, still nothing even after waiting 30 seconds.

so, I have another question:
From off to the first on position, the odometer shows and gear shift
location show.
The second position ; the dash board "boots" up with bells ringing
ect.
The third position: is the starter.

From off to what (on) position should I be trying?

I did try the sequence from off to position 1 and off to position 2
the results were the same. nothing.

The check engine light only comes on when van is running... Is that
the problem?  seems like I should still see P code 55 if there was
nothing to report...

The on/off/on/off/on procedure does not work with that year and make of
vehicle.  You will need to have the error code read to find out why the CEL
is lit.  AutoZone will read it for free if you have one near where you live.

You want to go from "off" to "on" (what you are calling the second position)
3time within 5 seconds total time.  off/on, off/on, off/on  I'm not that
familiar with Dodge but on Jeeps you can do the same thing, except on Jeeps
there were a few years were the key cycling would not work. It may be the same
with Dodge.

turn the key off annd on 3 times  and watch the odometer
i was thinking 2000 was when they allowed it again in the controller
