There is a toggle switch rigged up for wipers. When I turn on toggle switch,
the heater stops.....turn off toggle switch for wipers, heater comes on.

Just go van.

Why would someone hook up a toggle switch instead of fixing wipers properly?
What is heater cutting out when wipers on through toggle switch?

Because the person doing the work had no idea what they were doing.

You will need to get a wiring diagram and figure out how it was to
start with and then fix the original problem.  Might be better to take
it to an experienced auto electric shop in this case.
