My father has put anti freeze in his Xantia instead of hydraulic fluid. Can
it be drained? Should the car not be driven? Any help or advice please?

Absolutely.

If he's not started the car since, then you'll be OK on just emptying the
tank. If not, you're going to have to flush the whole lot - and soon.
Put the suspension flat, without starting the car.
Take the tank out and empty it IMMEDIATELY.
Fill it with clean LHM or hydraulic flush.
Run the car and exercise the suspension up and down.
Bleed the brakes through.
Repeat the change, with clean LHM, in a month.
