Are the lifters adjustable on the 5.9 liter engine?

Mine are getting a little noisy during startup. 70k miles. I use Mobil
1 syn. oil, and mobile 1 filters.

You are referring to the rocker adjustment or valve lash.

Gasoline 360, no. Rockers are pedestal mounted, bolt torqued to 21 FtLbs.

Diesel 5.9 yes.  Valve lash should be done cold, intake .006min-.015"max
exhaust .015min-.030"max

How often should this be checked/adjusted? ('03 HO)  Couldn't find it in the
manual.

The 24V's were 100K...  the HPCR's are at least that.  Of course, it never
hurts to check 'em early - as some have reported finding their rockers a bit
on the 'loose' side of the spec.
