98 RAM speedometer problem

My 98 RAM 1500, 5.9L speedometer has a mind of its own. The needle pegs
at 0 until I reach a speed of about 30-40 mph and then it starts
working. Drop below that and it goes to 0.

Any repair info would be most appreciated.

Replace the vehicle speed sensor.  It is located on top of the rear axle.
