Change the resistor block. This article shows you how to do it on a Dakota
truck but it's the same procedure for your Grand Caravan. It's located
behind your glove-box.

Ran into one on a Dakota truck that had NO blower speeds. Turned out to be
the blower motor resistor in this case too.
