1990 Cummins..HARD to start

Came on over 3 days.At first,it had to crank a few seconds to start---(( The
OLD  1st Generation Cummins NEVER cranked more that one second & they were
running))

(acted like a fuel leak in the line & it had to crank a second to pick the
fuel up.)
NO leaks.
Next day it was worse....next day-it took all day to get it started. It runs
like a mad Bear once you get it running.

Injection pump ? or an easier( cheaper ) fix ???

Best price on a rebuild is $800 locally
