In Arizona there is no minimum or maximum bumper height. If a truck is
lifted above OEM specifications then as you said it must have mudflaps
and they must hang within 8" of the road. The headlights can not be
more than 54" from the road.
The roof of your truck must be under 13' 8"!

The sad thing is that it is not lifted (yet) and I am told yesterday
morning by a Highway Patrol who stopped me claimed I was in violation
for not having mud flaps.

You need to get the factory specifications that show bumper height and
keep it in your truck to show such cops!

I think, though I am not sure as he did not say, that it was thought
to be lifted due to I have no "badging" on it anywhere. If the
stickers were still there, it would show that it is a Z71 4x4, which
normally sit a little higher. I might have to put flaps on it though
as if I keep it, I might lift it, not made up my mind yet.
I'll give him credit for being a stand up DPS cops and he did not cite
me for anything, he listened to what I was saying, was actually very
polite and let it go.
