Have you ever had your system recharged?

I would start there.  If it is not cooling well, but it is moving the
air, more likely you need to have it charged.  With it being a 99, it
should be a R134a system, which you can buy a can of with a hose and
pressure gauge at any auto parts store or Wal-mart for under 20
bucks.  It is real easy to do, just find your low pressure fitting and
follow the instructions.

This is not always the best advice.  If the compressor is cycling fast then
there is a chance that the refrigerant is low but if it isn't, he could make
it work even worse by overcharging and could get himself hurt.  It could be
the blend-air door is sticking part way open and is adding warm air to the
mix or it could be that it is just a very warm day and his memory is
slipping on how cold he thought that it was.  It could also be that the
evaporator or even the condenser is dirty and needs to be cleaned.  There
are many things besides the charge that can cause this and the easiest thing
to do to check is monitor how fast the compressor cycles.

Well, if he were to put a pressure gauge on there and have it f.cking
checked he would know where it sits, right?!  But the only way to
TRULY find out it to check it, so you either pay some one 50 bucks or
what ever the going rate in his area is to do it, or you buy a can
with a gauge on it for 15 bucks and do it yourself.

There is a little more to it than that.  If he really wants to do it right,
then he needs to buy a reasonable manifold set so that he can see the high
and low side and then use the temp to determine where he should be on both
sides.  That gauge that comes with the recharge kit is just a cheap low
pressure gauge and doesn't tell you much more than if you are going to blow
up the little can that comes with it.
