99 dodge ram heater problem

I have a 99 dodge ram van 1500.  The second to the highest setting on
the fan control for the heater does not work.  Do you think this is a
switch problem?  Looking for the most inexpensive way to fix it.  I am
getting ready to sell it.

When  it comes to blower motors, the first thing to fail is the resistor
block and the last thing to fail is the switch.
