1999 Dodge Intrepid w/ PO731 Gear 1 Incorrect ratio and won't shift

I have a 1999 Dodge intrepid that the speedo stopped working and won't
shift into high gear. checked codes and got 700 and 731. can the speedo
not working cause these codes or is it a trans problem?

Replace the input and output speend sensor on the transmission to take care
of this problem, parts are about 60 bucks at the dealer
