99 Caravan headlight fogging

Once the plastic of the lens develops what looks like scratches on the
inside, is there anything that can be done besides install a new
assembly?

This is caused by moisture and there is no way to fix it, unless you can
see were the moisture comes in, you can try to seal around the lens, but I
never saw any that did not leaked again after a while.

Sometimes you can pop the lens off the reflector and seal it back on
with silicone sealer (clear "right stuff" works pretty well). This
will USUALLY buy you a year or two minimum. A good idea to drill a
1/8" hole at the lowest part of the reflector before re-assembling
"just in case"

i have a 98 and mine has the same problem there was a guy who said he can
clean it with somthing to get that out but it was like 50.00 dollars so
you might be able to buy a new light cover
