1994 caravan 3.3l at idle 18 pounds in gear under load 10 pounds also
heater vent goes from vent to defrost

Normal vacuum readings. Your vent system is designed to default to the
defrost position if you loose vacuum. You are loosing vacuum because the
check valve is bad or you has a ruptured hose, or vacuum acuator.
