We put a new battery in our 97 Voyager and now the lights for AC, rear
defrost, rear windshiled wipers flash until you drive for about 15
minutes or so. Then when you turn the vehicle off and then restart it
again the flash again. Anyone have any idea why it is doing this and
is there a way to stop it?

I had the same problem after changing the battery in my 98 Gr. Caravan. Try
this recalibration procedure. It worked on mine:
On the left side of the A\C control panel hold down the top and bottoms
buttons with the engine running, high blower, panel, full cold. When ll the
lights on the panel come on solid and then start flashing release buttons.
It will take about 2 mins or less for it to calibrate. If only the top left
button is flashing you are done. Press that button once and all function
should be normal.
