This sounds quite a high budget to me. I'd rather say 5-6 k euro (if
nothing else needs done). Where are you located? Instead of Pozzi (the
official French dealer), you'd better take the car to a recognized
specialist, like Scuderia in Paris or Calderoni in Lyons. They should
charge you less money for the same service (and a better welcome).

I thought that changing cam belts on a 308/328 also needed taking the
engine out.

No, you just have to lift the car and remove the rear passenger wheel
and wheel well - much more cost effective than an engine out service.
