blower heater not working

the blower and heating packed up about 2 years ago on my mates punto. says
hes checked the fuses and they are ok any other ideas thanks.

Possibly motor bearing seized up?
Improvise a 12V bulb in place of the fuse, if bulb goes on and
off, at full brightness, when heater switch is operated, then
there is a chance the motor is getting a supply but it is
not turning.
