What is this component? (in a Marea 100TD)

Hi there!

I seem to have localised why the engine in my
Fiat Marea 100TD is running bad, see link (part 1+2):

1)
The connection piece to the left shows "VAC". This one goes to a valve which
sitts on top of the motor where some exhaust gasses are being sucked in!?
The connection piece to the right shows "OUT".- Out to the fuel pump?
There is some electrical connection to this component.

2)
Sitts on the lower connection piece on part 1).
Is like rubber and with some kind of membrane in the end.- This membrane
bulges
out when the engine is running.
If I push on this membrane the engine runs considerably better.

Can it be some kind of preassure meter, where part 2) is a membrane for
reference preassure (atm. preassure)?

it looks like the part thats bolted too the exhaust manifold is the EGR valve, it allows exhaust gasses it be re-curculated into the engine too reduce exhaust emmissions.
component 1 is the electro valve that controls it via a vacum.
if the EGR valve is locked on all the time i could cause the rough running.
ive changed a few EGR valves on TD100's , its not uncommon for them too fail, best way too test it is like any other vacum diaphram device.
