New Oxygen sensors....

An electronic check shows that there is no voltage  coming from both sensors
forward of the cat.

I assume that you meant that there is no voltage at the oxygen sensor
connectors?  The sensors themselves do not generate any voltage.

Well there better be some voltage or something is wrong. O2 sensors do
indeed generate a voltage like a battery depending on the mixture. So either
the output leads are shorted out or something else is is wrong.
Very unlikely new sensors are NG. So maybe mixture is very lean all the time
or ???

O2 sensors do
indeed generate a voltage like a battery use a dvom and check this out
