96 explorer high mount brake light

Googled this one to see if I could find a way to test the ballast or the
neon bulb. Came up empty handed. Went to get car inspected tonight and found
out it wasn't working. Any info would be appreciated. Time to go have a
beer.

By the wat i did check for voltage at the 12 volt connector with stop lights
on and did read out 12 vlts.  Later
