96 explorer fuel pump ?

4.0 push rod eng
175 k miles
-Truck starts if I give it a shot of ether, other than that won't run at
all. Check inert switch(do they go bad? What test procedure if any).   Will
try any other  test or problem points before I drop the tank and yank the
fuel pump.    Thanks, Rich

Just a follow up:
Flipped relays around inside power dist. box no help
fuel filter replaced last summer maybe 7500 miles on it
looked for fuel regulator with vac hose found reg but  don't think it has a
vac hose?
next would be to test pressure though I don't have a gauge, will any auto
store sell one?
It's cold up here in Zerocuse, N.Y. Thank god most of the 50" of snow so far
this year has melted. Please Help.......
