Fuel Filter Replacement on 98 Explorer

I am seeking advice on how to change the fuel filter on my 1998 Eddie
Bauer Explorer.  The filter, located below the floor - directly beneath
the driver's seat, is spring-clipped into the fuel line at each end.
I have tried in vain to disengage the spring clips using the 3/8 inch
pale-blue plastic quick-disconnect tool offered by POWERBUILT.
Regardless of how I try, I just can't get the fuel line loose.  Any
suggestions on how to disconnect the fuel line from the filter?

make sure to push the fuel line towards the filter, install tool and then
pull

don't pull and try to get the tool in, the spring inside will stay locked
that way

I agree completely with JohanB's instructions.  It it isn't coming out then
it's just stuck.  BTW did you relieve the fuel pressure first?
