2005 Steering Column Lock

The steering column on my 2005 Explorer XLT will only lock when the steering
wheel is turned in the 9 and 3 o'clock positions, not in the 12 o'clock
position.  Is this normal or defective?  Thanks.

This is normal, it will prevent that it will lock in the 12 o'clock position
and will prevent to bind as a result when you want to turn the ignition on
