Heat in 1999 Ford Explorer

My heat no longer works in my 1999 Ford Explorer. But the A/C works real
well. What could be the problem and is this an expensive problem to fix?

There is a valve which shuts off the hot water to the heater/AC when
the AC is in MAX.    It might have stuck shut, perhaps?
