My 98 4.0 SOHC Explorer has exactly the problem that this TSB covers.
Can anyone tell me what the solution is or point me to a website that
does.

There is a lot of info on this. Seach this newsgroup for sohc 1998
chain tensioner.
I'm quite interested in this problem because I'm thinking of buying a
2000 Explorer.

Here are the numbers of two repairs: ONP 01M01 and ONP 00M12

The problem can be the timing chain guides and/or tensioners.  A
contributing factor can be using and oil filter that doesn't have an
anti-drain back valve.
