Adjusting tappets

What doe sit mean when teh manual says

Adjust the valves of No 4 cylinder with No 1 valves rocking ??

Does this mean i must adjust No 4 tappets  with No 1 cylinder at the firing
stroke ?? or both tappets closed ??

When you have movement in both tappets.
Adjust # 4 tappets when # 4 piston is at top dead centre

As George said. The aim is to adjust them when there is no pressure on
the rockers, ie the valve being adjsuted is closed.
