What is the mechanical difference between the two steering setups?
And does anybody have idea what it would cost to have done (or do oneself?)?

My Gregory's doesn't say jack about Power Assisted.

There is no real difference. In the early days of power-steering there was a
tendency to put a hydraulic ram in place to provide an additional
push,...maybe that's what they meant while modern systems have the
hydraulics integral with the steering-box.
