Yes and no. The Focus uses the Zetec "Blacktop" engine and the Escort
uses the earlier Zetec "Silvertop" engine.
The differences are solid lifters as opposed to hydraulic, revised
cambelt routing, shorter pistons and a few other things.

Another difference, at least in the US (and probably Canada), is that
the only '99 Escort to get the Zetec engine was the ZX2 Sport Coupe.
The rest of the '99 Escort models got the SPI 8 valve engine.
