2000 Ford Focus Wagon AC & Blower Failure

My partner was driving her car with the AC and blower working fine.  She
turned off the car, got out, went in a store, came out and the blower and
AC would not turn back on.

I checked all the fuses in the fuse box and fuses and relays in the power
distribution box and all were fine.

Anyone know if there is an AC / blower relay under the dash or hood
somewhere else?  Any ideas would be appreciated.

Does the blower work on the fastest setting - and not on the first 3
settings?

No, blower is totally dead.  Already checked the resister block (replaced
that last summer) and it is fine.  Also tried bypassing it just to make
sure and blower still did not work.

The Hayes manual for my UK focus gives the 12v path as

battery +ve terminal to ignition relay
ignition relay to fuse 1
fuse 1 to fuse 64
fuse 64 to blower motor

On the fastest blower motor switch setting the other side of the blower
motor is OV

fuse 1 (orange 40 Amps)  = main power to electrical system so if lots of
other things works then this is probably  OK)

Fuse 64 (green 30 Amps) = Heater Blower motor only.
On the fastest blower motor switch setting the other side of the blower
motor is OV
