Is this a recall?

I just got a notice today of my car needing repairs - Program 04B16,
"no-charge service program". On '03 and '04 model years (maybe earlier)

It involves the seat heaters not being properly affixed to the seat
cushions, and if you have had this repair already done you are eligible
for a refund.

IT'S LYING CRAP FROM FORD -- THEY ARE TRYING
TO PLACE CRAPPY OIL, AND GREASE IN YOUR CAR.
WE CAUGHT THEM PUTTING HOLES IN DUCT COVERS FOR THE
REAR WHEEL BEARINGS -- AND THEY LAWYERS MADE THEM PAY.

DON'T DO IT.

ALSO, CHANGE ALL YOU OILS AND GREASE TO SYNTHETIC STUFF ASAP.

Don't see your logic there, what would changing the oil and grease in
the bearings have to do with a recall about seat heaters?

Assuming that your dealer doesn't charge you anything for this service
that the letter is requesting i dont see any reason why you shouldn't
take it in, lets face it on a chilly morning the lack of bum heaters
could be disasterous. hehe

...or worse yet, heaters that set your upholstery aflame. :P

Don't know if a "recall" or not. Sounds very much the same, however ("seat
heater units faulty; bring in and have repaired" over the telephone to us,
not by letter from Ford. (North America: this is for a 2004 Focus wagon,
just purchased about 3 weeks ago.) Was fixed at my local dealership, without
cost to me. About 2,000 miles on it now, and going fine. (Love having a
"moonroof" again, after 20 years since the last car with a "sunroof"....)

OK, I got one too - missed it ever since I sold my sunroof equipped
Mustang.  

BTW - what the hang is the difference between a "moonroof" and
"sunroof"??????  Beside looking up at the moon or the sun :-)

Yes, this is a recall on the Ford Focus.  Except that they have come up with a
more PC term, no-charge service program or something like that.  I own a 2004
Ford Focus ZTS, and I had this done.  They fixed it in less than a day, and
when I got the car back, the seat height, lumbar support, position and steering
wheel had been moved, so they were definitely doing some work in that are.  So,
I don't think it's a scam.

Beats the heck out of me. :)  I've just found it amusing how, this time --
all through the process of buying my '04 -- not a single person, once, ever
called it anything but a "moonroof"... Think that all the lectures over the
past few years about upping your chances for getting skin cancer because of
exposure to the sun, have trickled down to the car dealerships? Naah, I
don't think so...

Construction difference of course: The one 20+ (slightly more than 20) years
ago, with the "sunroof," was a Ford Fiesta (hatchback, and bright orange to
boot). That was all manual swap-out: you had to squeeze the locking
mechanism on both sides with your hand to unloosen, slide out, and replace
the solid rectangular panel with the transparent one, and vice versa... And
all the settings you got on it were just two: either 1/2 inch open, or
closed tight shut, either with solid or transparent. Now we've arrived at
all mechanical and motorized, and slides straight backward, too.  Allowing a
theoretically infinitely variable amount of "moon" to shine in :-)

I guess they used crap glue for the heating element array.  Causes them to
come loose, bunch up and potentially BBQ your leather from the inside.
"Supposedly" BOTH of my seats were starting to show heat damage.  Installed
new elements and re-glued, no charge for my in-warranty 03 ZTW.

Of course, and this is a mild source of irritation, the parts were not on
hand (Ford, apparently only carries oil and maybe filters for inventory), so
I had to come back.  Oh, well, car continues to run like a top.
