I have broken a bolt off in the block. It is not the actual exhaust manifold
bolt, but the bolt that holds the smog line up to the block  (right
side)......any ideas about how I can get it out?

One option would be to use an 'easy out'
http://www.toolprice.com/category/screwextractors/
.
Another would be if there are any threads at all left sticking it out, you
could get a nut started on it and then tack weld it from the inside the hole
in the nut. That would give you a head to twist on. The heat from welding it
on would likely loosen the bolt too.

Spray the bolt real good with WD-40 each day for a week first, then do what
Kate says.
