Anyone program 3rd key? Dealer wants $100 !!!

I wanted a 3rd (spare) key and paid $30 at my local dealer. There are
instructions to enable it if you already have 2 working keys. In my
case, the programming didn't work. The service guy tried to do it also
but failed. NOW they are trying to charge me $100 for service to have
the car hooked up to a computer to program the chip.
I'm f-ing pissed! Why should I pay $100 for something that the manual
says should be doable without any outside help? The service guy told me
that sometimes the "self" programming process doesn't work. If so, this
should be Ford problem and NOT charged to customer. Am I wrong?

I have programmed a spare key using the proceedure for 3 different Fords
(2001 Mustang, 2003 Expedition, 2004 Thunderbird) without a problem. Only
thought I have -

Is this a used car? If so, is it possible someone else has programmed
additional keys in the past?

Are you sure you have the correct type of key? This supplier (
http://www.amazingkeys.com/product_p/9804mustangkey.htm ) indicates that
Mustangs used the same key from 1998 to 2004, but he does not list it as
interchageable with other Ford PATS keys. I thought they were the same, but
now I am not so sure.

It took me several trys following the owners manual instructions to
get my third key to actually get recognized by the system.  I found a
local locksmith with the necessary computer system to do the key for a
different vehicle that I only had one key for and he only charged $50
which included the key.
