When the emergency flashers button is in the down position the blinkers and
brake lights work; when it is in the up position they don't work nor does
the emergency flashers. Any thoughts on where to start troubleshooting this
problem?

Thanks in advance!!!

Start with removing column covers.

Either in that switch or the multi-function stalk (turn sig lever switch)

Oh... make sure you disable air-bag, according to book, before doing
ANYTHING else!
