'68 Stang Door Watershields-Which way?

I decided to add new watershields(dust shields) to the doors while doing
other work on them. The repro shields I have are brown paper on one side and
slick black on the other side. Should the slick black side go inside or show
outside(toward the interior)?

The slick black side, which is tar coated, goes to the inside of the door.
