!999 Ranger 4x4, lights on, but nobodys home.

Looking for some direction.

Got a 4x4 ranger, 1999 SC.

Tried to get out of my driveway, after a major night of snow, hit the
4x4hi button,
light light up, but no 4x4.  tried 4x4lo same result.
Is it normal for the light to stay lit, without it engaging?

If anyone has ANY info, or even a starting point to go on, I would
greatly appricate it.

Does it have manual locking hubs?

On my Tundra, the truck needs to roll for several feet after turning on 4x4
hi to get it engaged.
