It's a stupid game, he's spamming across usenet to get points in it.
Viewing the website's homepage in google cache shows what it is.

Besides.  I don't think this is new technology.  In my town, motorcycle
cops sit at the side of the road with a handheld gun-shaped device, and
are able to slow car after car.

Around here, the secret proprietary reflective side surface of a State
Police car parked in the median produces the same effect on passing cars.

And we call it a "speed control device" (aka Radar).  In California
between Reno and Sacramento, a very long downgrade, they use old
junkers (or even plywood cutouts) painted to look like CHP units to
effect the same results. Come around a bend, spot a unit and check
your speed..... Then they put real ones in the mix, relocating the
fakes, so you can't get relaxed and think it's a fake. :0)

If everyone clicks the "report spam" link at the bottom and forwards
the message, he loses :-P

Can't you just see the lawyers climbing all over themselves at the
thought that some idiot is out there getting his jollies with such a
device?  Or Road Rage Wars????? Cars running side by side and instead
of guns they are going click click slowing each other down. LOL

Or a cop using it to slow a car who gets rear ended by another. Now
there is a law suit against the local government.

So how much is this thing supposed to slow down a vehicle? Just to the
posted speed limit? And how fast? Lock 'em up and slide sideways down
the road, do a few flips and eject a passenger or two?

Heck, let's bring back the teflon bullets. One or two through the
block outta do it.
