First thing I would do, if all the fuses are good. Take a reliable DVM
(Digital Volt Meter) and check all the fusible links that connect to the
starter solenoid. This is where most of your power comes from for the fuse
panel and such. What you want to do is just stick the red probe through the
insulator (only if you cant find a connector on that wire) and ground the
black probe and see if you have voltage. If you do, continue checking all
the fusible links. This can also be done with a test light as well, but I
dont own one, and probably never will again. I love my DVM, and you can do
so much more with a DVM. If all that checks out, then take your DVM and
start checking for power at the fuse box. Do this by checking across the
fuse for the suspect circuits. If all checks out there, then check the main
power in for the lights (is this only the headlights, or all the lights?),
and then the radio, and then the cruise.  IF all that checks out, I would
say you have a bad ground.
