Check GAS CAP error message on 2003 Ford Expedition

We've been to the dealer TWICE and paid them
over $300 to "guess" at this problem. Anyone have
any insight or solutions as to why the "Check Gas Cap"
message keeps reappering? Hell yes we've checked
and replaced the gas cap as well as smoke tested for tank leakage,
and allegedly tested the sensor and the computer.

Any help apprecitated.

Why are you paying for this? Emissions warranty should cover any
emissions related issue.
