I have a 95 Ford Aerostar with a 3.0 engine the head gaskets blew on the
thing so I tore the engine down to replace them. the problem is I have
to readjust the valves. and there is a special tool called a tappet
bleed down wrench  whitch is used to compress the hydraulic lifters so
that you can set the valve lash.

Well I have check with every auto part store and noone has one nor have
they heard of one. I have serched online and have seen a couple , but
not at a tune of a hundered and fifty dollors !!  

I am just wonderering is there another way to do this or perhaps, a
place I don't know about that has one cheap ? I am sort of at my wits
end. I need to get my van back together .

You dont need a special wrench. You dont have to bleed down the lifters

On my Ranger I have a 3.0L and when I did my headgaskets, I didnt have to
check valve lash and you shouldnt have to either.  Here is what is states in
the Ford Work Shop Manual for installing rocker arms:

 1..  CAUTION: Aluminum components gouge easily which may cause gasket
leaks. Always use care when scraping aluminum gasket surfaces.

 NOTE: Lightly oil all retaining bolt and stud bolt threads before
installation.

 Clean mating gasket surfaces of lower intake manifold (9424) and throttle
body (9E926). After scraping, carefully remove any gasket particles to
prevent them from entering lower intake manifold. Use a suitable solvent to
remove old silicone sealant.

 2.. NOTE: Prior to final tightening rocker arm seats (6A528) must be fully
seated into cylinder head (6049). Push rod (6565) must be fully seated in
rocker arm and valve tappet sockets.

 Lubricate push rods and rocker arms with Engine Assembly Lubricant
D9AZ-19579-D or equivalent meeting Ford specification ESR-M99C80-A.

 3.. Install rocker arms into position with push rods and snug retaining
bolt. Rotate crankshaft (6303) until lifter is on base circle of cam lobe.

   a.. Tighten rocker arm seats to cylinder head retaining bolt to 7-15 Nm
(5-11 lb-ft).
   b.. Final-tighten bolt to 26-38 Nm (20-28 lb-ft) in any position.
 4.. Install valve covers as outlined.

Basically you need to rotate the engine till the push rods wont go down any
further. That is when you torque down your rocker arms, and you will notice
you have to torque them twice..First time all the way down, and the second
time can be done in any position, since initial torque has already set their
position.
