3lb sledgehammer should work just fine.

Why do you want to take the rim off?
If the light is burnt out, you remove it from the back of the lens.

On my F150 (I don't know how your Ranger is put together) there are tabs
under the hood that release the headlamps. I don't have any screws on the
front that hold the lamps in, everything you are looking for -- if you had
my truck -- is under the hood adjacent to the adjuster screws. I recall
there being three of these tabs tyhat hold the housing in place ...

ISTR that you had to remove the grille (all phillips head screws) from
my '93 F-150, then there are two phillips screws on top, something
(don't remember what) hidden behind where the grille was, and two nuts
from behind that you have to get with a socket and ratchet through the
metal of the rad support. then the whole headlight/parking light/turn
signal assembly comes out and you can remove the headlight from the
assembly.

forgot to mention, if you haven't bought the replacement yet... I
usually don't recommend stuff like this, but I've heard from two
different people that the "crystal clear" aftermarket headlights sold
for these trucks are actually better than the stockers. The stockers
are pretty abysmal. If only they had sold the F-series in Europe so I
could get some E-codes... My truck is "occasional use only" so I have
not had a real incentive to upgrade.
