Vehicles shipped to conversion companies are issued a chassis only VIN. The
completed vehicle is then issued a VIN, as constructed and a new COV is
issued when the vehicle is sold to a Lincoln dealership for delivery to the
eventual buyer. In the case of specialty trucks, the body builder buys a
simple chassis van with no body at all, or only a firewall forward body.
All cars and trucks sold in the US must be sold by a franchised dealer(s).
Manufacturers and conversion companies can not sell directly to buyers. In
the case of conversion vans, the VIN does not change since the vehicle is
simply re-manufactured
